Vocational qualifications will be accessible through training programmes expressly designed for this purpose, or by recognition of the competence attained throughout one's working life or, more likly, though a combination of the two.

        The main goal of the system will be to ensure the entire working population of the Basque Country access to a valid and reliable process.

        This system will be planned so as to adapt to the greatest extent possible to demand, in terms of both geography and frequency of assessment opportunities offered, and shall be adapted to the ways in which individuals acquire competences throughout their working lives.
