The Basque Vocational Qualifications System is oriented to achievce five basic goals:

To enhance economic and company competitiveness by means of identifying the competences thet effectively respond to the qualification needs called for by development, and to enhance the productive processes.

To provide individuals with greater motivation for developping their vocational competence and training over the course of their lifetime through better access to vocational qualifications. This improvement is achieved by recognising the competences adquired via any training process, schooling or job experience

To increase job market transparency by means of codifying the competences required in productive processes and to promote effective access to different system certifications.

To improve the quality of vocational training, in all of its forms, providing a vocational qualifications reference framework to orient the programmes and activities offered by different governmental programmes, private training providers and businesses.

To offer guidance in terms of vocational development, indicating the route to best attain vocational qualifications within the established structure.
