In order to meet the goals mentioned above, the Basque Qualifications System has two basic components:

The Vocational Qualifications Catalogue
The Competence Recognition and Certification System

     Although not actually a part of the qualifications system per se, owing to its target goal 'to promote training integration' one particularly important item should be included:

The integrated Modular Training Catalogue associated with the qualifications system

     All of these basic elements make up the Integrated System of Qualifications and Vocational Training wich defines the Basque Vocational Training Plan.
