The Basque Vocational Training Plan (Title V) states the need for the creation of a Basque Agency for the Assessment of Competence and Quality in Vocational Training, as the official entity for assessing the Vocational Training System.

The Agency was created by Decree 62/2001 of 3 April.

The objectives of the Agency are to:

• promote and assess quality in Vocational Training, defining and/or implementing systems, processes and methods of quality assurance, assessment and control,

• develop a system for the assessment of the professional competence of the economically active population, both for the currently employed and the unemployed, and to check the quality of this assessment, and

• provide official certification of people’s competencies, and to register their professional achievements.
